Questions and answers about the Danish recognition certificates
What is a recognition certificate? Answer: A recognition certificate is a certificate testifying that Denmark/the Danish Maritime Authority recognises the certificate of competency of the foreign navigation officer/engineer officer, whereby the seafarer can serve as an officer on ships registered in the Danish International Ship Register.
What does it cost? Answer: It costs DKK 500, which must be paid before the Danish Maritime Authority can issue a recognition certificate.

With what countries has Denmark concluded an agreement on the recognition of certificates of competency? Answer: The Danish Maritime Authority has concluded an agreement on the recognition of certificates of competency with the following countries.
Where can you find the application form and additional guidelines on recognition certificates? Answer: The application form and guidelines are available from: www.dma.dk – Manning – Danish Recognition of Foreign Certificates.
What documentation is to be forwarded to the Danish Maritime Authority together with the application form? Answer: Application forms must always be accompanied by copies of certificates of competency and a Danish medical certificate for seafarers.
Where can you get a medical examination? Answer: On www.soefartsstyrelsen.dk a list is available of approved medical examiners in Denmark.
If the medical examination is to be carried out abroad, the medical examiner must use the Danish medical certificate samt vejledningen.

Who can apply for a recognition certificate? Answer: Seafarers holding valid certificates of competency from the EU, Norway, Iceland or Liechtenstein can send the application form to the Danish Maritime Authority. The application form for seafarers from other countries – with which Denmark has concluded an agreement on mutual recognition of certificates of competency – must be forwarded by the shipping company or by its representative.

How long does it take to issue a recognition certificate? Answer: If all the documentation is in order, it will take about two weeks to be issued with a recognition certificate.
Who must complete an approved course in Danish maritime law? Answer/span>: Seafarers requesting recognition certificates as senior officers (chief officers, chief engineer officers or second engineer officers) and who must pass a course in maritime law.
There are two different maritime law courses: a maritime law course for foreign masters and one for other senior officers.
Where is it possible to enroll for an approved course in Danish maritime law? Answer: Approved courses inDanish maritime law are offered by the approved course suppliers.
What does a course in Danish maritime law contain? Answer: The purpose of the course is to make the course participant familiar with the Danish maritime law necessary to serve as a foreign senior officer (master, chief officer, chief engineer officer or second engineer officer) on a Danish ship.
For a foreign master, chief officer, chief engineer officer or second engineer officer, the contents will be extracts from the following Danish acts, orders and regulations that are available in English translations:
- The merchant shipping (masters' and seamen's) act.
- Special order on instruction of seafarers when signing on a ship.
- Technical regulation on occupational health in ships (Notice A from the DMA), chapter XI, part A: Safety work on board merchant ships and large fishing vessels.
- Technical regulation on occupational health in ships (Notice A from the DMA), chapter I: Performance of work, part A: General.
- Technical regulation on occupational health in ships (Notice A from the DMA), chapter II: Chemical occupational health effects, part A: Substances and materials.
- Act on safety of life at sea – chapter 4 – General obligations.
- Act on safety of life at sea – chapter 12 – Penalty provisions.
- Extract of the Danish merchant shipping act concerning maritime declarations.
For foreign masters, the contents will, furthermore, be extracts from Danish acts, orders and regulations providing the master with the following competences:
- Ability to assume responsibility for the administrative operation of a merchant ship in full consideration of current regulations, acts and provisions.
- Understanding of relevant Danish acts, orders and regulations and ability to use them when finding answers and solutions to common problems.
- Understanding of the master's responsibility and familiarity with the penal provisions of these Danish acts, orders and regulations.
- Ability to function as a member or chairman of the ship's safety committee.
Who must complete an approved occupational health course for members of the safety committee in merchant ships (section 16 course)? Answer: Members of the safety committee must have completed an approved occupational health course (section 16 course) approved by the Danish Maritime Authority.
In ships where the safe manning, including the master, amounts to four-six persons, the master must ensure that, for every voyage, there is at least one person on board who has completed an approved occupational health course approved by the Danish Maritime Authority.
For ships where the safe manning, including the master, amounts to seven or more persons, the master must, no later than four weeks after the election and designation of members of the safety committee, enroll these members for an occupational health course approved by the Danish Maritime Authority. Members of a safety group in ships who have not completed an occupational health course approved by the Danish Maritime Authority must, immediately after the election or the designation, receive teaching on board on occupational health conditions approved by the Danish Maritime Authority.

What does an occupational health course for members of the safety group in merchant ships contain (section 16 course)? Answer: An approved occupational health course contains the following educational elements:
- The most important occupational health effects on merchant ships (passenger and cargo ships) and long-term effects on tankers.
- The most important work-related diseases and occupational accidents.
- The legal basis of the safety organisation's work.
- Problem solving, risk assessment and workplace assessment.
- The role of the supervisor, the role of the safety representative as well as the safety organisation's cooperation in solving the tasks.
- The development of the safety organisation, including the possibilities and limitations of the safety work, changed attitudes to the safety work as well as the safety organisation's updating of its own knowledge.
When are tests required? Answer: If the list of countries with which Denmark has concluded an agreement on mutual recognition of certificates of competency has a "yes" under test requirements, it means that a test must be passed before the issuance of a Danish recognition certificate.
It is possible to pass the test as an operational interview or through a declaration of fitness. This link provides a list of countries with which Denmark has concluded a mutual agreement.
What is an operational interview? Answer: An operational interview is an interview in English based on the relevant competency tables of the STCW Code (International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended).
Approved Danish maritime training institutions can carry out operational interviews; please see annex III, "List of institutions approved by the Danish Maritime Authority to conduct assessment required for issue of Danish recognition certificates".
The shipping company must itself contact one of the approved institutions for further information about the practical arrangement.
If the seafarer holds a certificate of competency issued in the Philippines, there is also a possibility of the operational interview being carried out by the "Synergy Training & Services" in Manila. Where can you complete an operational interview? Answer: The link provides a list of training institutions approved to carry out operational interviews.
What is a declaration of fitness and who can issue it? Answer: An alternative to the completion of an operational interview is a declaration of fitness made by a master or a chief engineer officer. A declaration of fitness is based on the relevant competency tables found in the STCW Code (International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended).
It is not possible to choose a declaration of fitness if the seafarer is to serve as a master. In this case, it is only possible to choose an operational interview.
It is possible to make a declaration of fitness on the basis of:
- 1 month's supernumerary service as an officer on a Danish ship or
- 6 months' previous service as an officer in a Danish shipping company.

How can an operational interview be replaced by a declaration of fitness? Answer: It is not possible to use a declaration of fitness if the seafarer is to serve as a master. In all other cases, an operational interview can always be replaced by a declaration of fitness.
What does the seafarer do if the recognition certificate is lost? Answer: If a recognition certificate is destroyed or lost, you must fill in and forward an application for the issuance of lost certificates (a solemn declaration), which is found under forms on the webpage of the Danish Maritime Authority.
The fee is DKK 500 to be paid before the Danish Maritime Authority considers an application for the issuance of lost certificates.
