 2007 Annual Report on Port State Control within Paris MoU

25 years ago the formalised port state control regime was introduced within the framework of the Paris MoU agreement,

..and the recently published annual report for 2007 clearly shows that this cooperation still has a role to play in the fight against sub-standard shipping.
Thus, the detention rate is on the rise again for the second year in a row. Several factors may be decisive for this, such as the increased demand for tonnage worldwide as well as the shipowners’ difficulties recruiting well-qualified and experienced seafarers.
 
Consequently in coming years, Paris MoU must focus on ships, shipowners, flag States and recognised organisations considered to pose a special risk, and an important aspect in this connection will be the implementation of a new port state control regime in 2011, the so-called New Inspection Regime – NIR. This system will reward low-risk ships with inspection intervals of 24 to 36 months, whereas high-risk ships will be subjected to inspections every six months. The new system will require a new, more sophisticated database, which the European Maritime Safety Agency has offered to develop and host.
 
In 2007, Bulgaria and Romania joined Paris MoU, which now has 27 members, which have carried out a total of 22,877 inspections in the past year.
 
In the period 2005-2007, black-listed flags had a detention rate of 11.62 per cent, whereas it was 6.49 per cent for flags on the grey list and 2.88 per cent for white-listed flags. A total of 14 ships were banned.
 
From 1 September to 30 November 2007, a concentrated inspection campaign focusing on safety management was carried out simultaneously with the port state inspections. In 176 cases defects or deficiencies related to safety management led to detentions. These defects and deficiencies occurred within key safety areas such as “effective maintenance of the ship and equipment”, “emergency preparedness” and “report of non-conformities and accident occurrences”.
