Bill aiming to strengthen the Blue Denmark
On 7 April 2011, a bill was presented proposing amendments to the Act on Ships’ Manning, the Taxation of Seafarers Act, the Seamen’s Act, the Act on the Danish Government Seamen’s Service and the Safety at Sea Act.

The bill contains two main elements – strengthening the global competitiveness of companies and Danish seafarers as well as ratification of the Protocols amending the SUA Convention (Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation).
The bill contains the following elements:
- In order to strengthen the flagging-in and the companies’ competitiveness, it is proposed to adjust the possibility of permitting ships registered in the Danish International Register to be commanded by a person who is not a Danish subject or covered by the EU/EEA regulations on the mobility of labour.

In order to improve seafarers’ general conditions of employment and competitiveness in the global labour market and to secure maritime competences, it is proposed to introduce a foreign allowance of DKK 105,000 annually for seafarers working on board Danish or foreign ships outside the EU/EEA.

In order to improve seafarers’ social protection, it is proposed to establish a special pool of DKK 1.8 million annually, from which financial support can be granted for so-called abandoned seafarers.
Furthermore, the purpose of the bill is to establish the basis for a Danish ratification of the Protocols amending the SUA Convention through a special amendment of the Seamen’s Act.
