Denmark Holds an Impressive Third Place on the European Port State Control White List
The Paris MoU has just published its annual report, which among other things contains the White List of the flag States performing best on the basis of the number of detained ships in the last three years.

In May 2010, the port State authorities of the 27 member States of the Paris MoU (Memorandum of Understanding) met in Dublin for the organisation’s 43rd committee meeting. At the meeting, the organisation’s annual report was approved, among other things. The report contains a great deal of statistical information about the organisation’s activities in 2009, such as the so-called White/Grey/Black List of flag States. The list has been made on the basis of the detentions of ships reported by the Paris MoU member States in the last three years. The Bahamas takes the first place followed by China. Denmark takes an impressive third place – as the best performing European country.

At the committee meeting, the necessary amendments to the Memorandum were also adopted so that the New Inspection Regime (NIR) can enter into force on 1 January 2011. The introduction of NIR means that the election of ships for inspection is made on a risk-based basis. In the future, each ship will have a risk profile, which will be calculated on the basis of the flag State’s placing on the above-mentioned White/Grey/Black List, the shipping company’s (the ISM responsible company) performance and the performance of the recognised organisation associated with the ship. In addition, historical information about the ship (such as the ship’s age, number of PSC defeciencies, etc.) will be included in the calculation of the risk profile, and issues such as whether the flag State has been subject to the IMO voluntary flag State audit will be of importance to the result. From 1 January 2011, the new Paris MoU database, THETIS, will also be put into service, and the database used until now, SIReNaC, will be phased out.
