Paris MoU has published the White/Grey/Black Lists
Throughout a number of years the Paris MoU has once a year published a so-called White/Grey/Black Lists
... where the individual flag State Administrations are ranked according to their ships have performed in port State control within a period of three years.(2005, 2006, 2007 in this particular case). The Grey List shows the flag States that have a number of detentions corresponding to the average within the Paris MoU. The “White List” represents quality flags with a consistently low detention record.
Flag States on the White List have significantly fewer detentions than the average whereas the Black List shows the flag States that have significantly more detentions than the average.
Currently, there are 38 flags on the White List and Denmark ranks as no. 10. France, Bermuda (UK) and China are placed highest in terms of performance.
The Black List is divided into four categories (very high risk, high risk, medium to high risk and medium risk). The Black List includes 19 flags of which the Democratic People’s Republic of Korea, Bolivia and Albania rank as the lowest.
The ranking on the list functions as target factor to decide whether a ship should be inspected ahead of other ships when it is in ports with the Paris MoU.
Denmark’s 10th place on the White List, which is better than last year, is due to the few detentions (only 3) in 2007. The first six months of 2008 already shows 4 detentions of Danish ships within the Paris MoU, which could influence Denmark’s ranking in 2009.
Additionally, the list of the performance of recognized organizations in connection with PSC inspections has also been published. This is due to the fact that a number of inspection and cerifications tasks have been delegated by the flag State to one or more recognized organizations. Det Norske Veritas, Germanischer Lloyd and Registro Italiano Navale are the recognized organizations highest performing ROs, while Korea Classification Society (Korea, DPR), International Register of Shipping (USA) and Shipping Register of Ukraine have shown the lowest performance.
