The Democratic People’s Republic of Korea

COUNCIL REGULATION (EU) 2017/1509 of August 30, 2017, concerning restrictive measures against the Democratic People’s Republic of Korea and repealing Regulation (EC) No 329/2007
It is prohibited to own, lease, operate, charter, or insure vessels flying the flag of the DPRK, or to provide classification or related services to such vessels. (Article 43(1)(c))
The provision of bunkering or supplies to ships, or of other services to vessels, to DPRK vessels is prohibited if the providers of the service have information, including from the competent customs authorities, based on the information referred to in Article 9, paragraph 1, regarding arrival and departure, which gives reasonable grounds to believe that the vessels in question are transporting goods whose supply, sale, transfer, or export is prohibited under this Regulation, unless the provision of such services is necessary for humanitarian purposes. (Article 38(4))
It is prohibited to provide insurance or reinsurance services to vessels owned, controlled, or operated by the DPRK, or to vessels listed in Annex XVIII. (Article 43(1)(f))
It is prohibited to facilitate or participate in ship-to-ship transfers to or from any vessel flying the flag of the DPRK of goods or products that are sold, supplied, transferred, or exported to or from the DPRK. (Article 44a)
Libya
COUNCIL REGULATION (EU) 2016/44 of January 18, 2016, concerning restrictive measures in view of the situation in Libya and repealing Regulation (EU) No 204/2011
Member States shall deny designated vessels access to their ports. (Article 15(2))
It is prohibited to provide bunkering and other services to designated vessels. (Article 15(4))
