Adoption of the 18th package of sanctions against Russia and Belarus

The EU has expanded its sanctions framework, including the designation of 105 additional vessels and a reduction of the oil price cap.

On the 18th of July 2025, amendments were adopted to EU Council Regulation 833/2014 of 31 July 2014, concerning restrictive measures in view of Russia's actions destabilizing the situation in Ukraine, and EU Council Regulation 269/2014 of 17 March 2014, concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine.

The package designates 105 new vessels in Annex XLII, cf. Article 3s in EU Council Regulation 833/2014.

The oil price ceiling is reduced from $60 to $47.6 per barrel of crude oil and correspondingly for other types of oil and products subject to the oil price ceiling pursuant to Article 3n of EU Council Regulation 833/2014, and will be updated every six months.

Import and transfer of petroleum products produced with crude oil originating in Russia, cf. Article 3ma of EU Council Regulation 833/2014. The ban is limited to situations where the import occurs in the territory of the Union and if not imported from specified partner countries, see Annex LI.

A direct and indirect transaction ban related to the Nord Stream 1 and 2 infrastructure is introduced. Just as there are a number of ship owners, maritime companies, refineries in third countries and other entities that are designated with a ban on the provision of economic resources in EU Council Regulation 269/2014.
